The Baltimore Animal Rescue and Care Shelter is an open-admission facility serving Baltimore City. We are a founding member of the Baltimore Animal Welfare Alliance (BAWA) and openly report our data to the Maryland State Department of Agriculture, along with other national shelter statistic organizations.
BARCS was founded on the principle that transparency and open communication allow our community to trust us and work better together to save lives.
Our Funding for FY 2026/2027
BARCS is Baltimore City’s open-admission shelter, which means we take in animals regardless of age, health, breed or condition. We also serve thousands of owned pets through programs that help families access care and keep their animals at home. Providing that level of service requires a base annual budget of about $12 million. Our current public funding, programmatic revenue, and private fundraising do not fully cover that need, leaving us with yet another significant funding gap this year. We continue to stretch every dollar and save thousands of lives, but limited resources make it harder to provide the level of care and community support Baltimore needs. Closing the gap would allow us to care for more animals, respond more effectively and help more families stay together.
